DCSO and DCDC Uncover Drug Smuggling Conspiracy

Daviess County, Kentucky: On August 16th, during the trial of Harold Sanders which was taking place in Circuit Court Division 2 at the Daviess County Judicial Center, food was delivered from outside the court system intended to go to Sanders. This is not standard practice as food for inmates is typically sent from the jail. Court staff became suspicious and notified Court Security Officers. Per security protocols, the food container was searched by Daviess County Sheriff’s Office Court Security Officers and suspected narcotics were located hidden in the food container. DCSO Investigations Division was notified, and a drug investigation was initiated by the Special Investigations Unit. The suspected drugs were seized and sent to KSP Lab for analysis. Results are pending at this time.

 

During the ensuing investigation, SIU detectives and Daviess County Detention Center staff, discovered that an inmate at the DCDC had used his inmate phone communication privileges to place a takeout order at Dee’s Diner and that an employee at the restaurant placed drugs in the food container at the request of the inmate. The food was then picked up and taken to the Judicial Center to be delivered to Sanders who was there for his trial.

 

The investigation also produced evidence that this was not an isolated incident but that it has occurred previously and involves multiple employees of the restaurant and inmates from DCDC in a coordinated effort to get drugs into the detention center.

 

The owners of Dee’s Diner were very cooperative in this investigation and their efforts to assist detectives was instrumental in getting the investigation resolved as quickly as it was. Detectives closely coordinated this investigation with the Circuit Court Clerk’s Office staff who first noticed the problem and then provided invaluable assistance and resources.

 

5 suspects were charged on Thursday, August 17th. Sanders was charged on Friday August 18th at DCDC. The investigation remains ongoing and additional charges are likely.       


Suspects/Charges:

 

The below suspects were each charged with one count of Conspiracy to Commit Trafficking in Controlled Substance 2nd Degree (Class D Felony)

 

 

·        Harold Sanders Jr., age 34, 3300 block of Highway 144.

 

·        Timothy D. Fullerton, age 43, 2100 block of Arlington Park Blvd.

 

·        Timothy D. Fullerton, age 24, 2100 block of Arlington Park Blvd.

 

·        Matthew S. Fullerton, age 21, 3300 block of Highway 144

 

·        Jennifer M. Fullerton, age 44, 2100 block of Arlington Park Blvd.

 

·        Eric P. Burroughs, age 24, 3300 block of Highway 144

August 18, 2023 Daviess County, Kentucky: On August 16, 2023, at approximately 1:00 AM, detectives with the Daviess County Sheriff’s Office General Investigations Unit and deputies from the Patrol Division executed a search warrant on the residence of Trace Dowell and Shelby Taylor in the 800 block of Hathaway Street in Owensboro. This warrant was part of an investigation into weapons and drugs being sold illegally to juveniles. Among the evidence seizure was an AK style rifle, a 12-gauge shotgun, miscellaneous ammunition, and a Ruger 1911 pistol that was confirmed stolen. Additional seized items were marijuana in various containers, approximately $13,000 in US currency, drug paraphernalia, Hydrocodone-Acetaminophen pills, and items commonly found in drug trafficking operations. Dowell and Taylor were arrested and lodged in the Daviess County Detention Center. Questions pertaining to this release should be directed to Sheriff Brad Youngman or Captain Jeff Payne. August 18, 2023 Daviess County, Kentucky: On August 17, 2023, at approximately 1215 PM, detectives with the Daviess County Sheriff’s Office and Patrol Division deputies stopped Gavin Patrick Santiago-Ewers in the 4800 block of Frederica Street in Owensboro. Santiago-Ewers had been seen earlier that morning driving on a DUI Suspended Operator’s License but was unable to be stopped at that time due to heavy morning traffic flow. At 1215 PM Santiago-Ewers was again observed driving in the 4800 block of Frederica Street and was stopped. The traffic stop resulted in a search of the vehicle and several individual baggies of marijuana were found in the front passenger seat. Also, located was drug paraphernalia, cash, ammunition, and empty cannabis packets. Santiago-Ewers was arrested and lodged in the Daviess County Detention Center.
